Nakuru MCAs have filed notices of motion seeking the removal of two County Executive Committee Members (CECMs) and the censure of the Chief Officer for Roads over alleged incompetence, procurement irregularities and abuse of office.
Kiamaina Ward MCA Paul Waweru Warege wants Infrastructure CECM Eng Michael Kamau Karanja dismissed over his handling of the Sh412 million road rehabilitation programme with the National Youth Service (NYS), the conversion of streetlights to solar power and an advance payment of Sh112 million allegedly authorized by the Roads Chief Officer, Kennedy Mungai.
In a notice of motion tabled during the County Assembly's morning sitting on Tuesday, October 13, 2026, Warege cited alleged gross violations of the Constitution and other laws, as well as incompetence.
He accused Eng Kamau of failing to demonstrate that the prices charged under the NYS road programme were fair and reasonable compared with prevailing market rates.
The MCA also faulted the CECM for allegedly failing to submit the memorandum of understanding between the county government and NYS despite a directive from an Assembly committee.
“The CECM has failed to produce and submit the memorandum entered into between the county government and the National Youth Service, notwithstanding a lawful directive by the committee requiring him to furnish the said document for purposes of its inquiry,” Warege told the House.
Warege accused Karanja of implementing the conversion of electric streetlights to solar power without a policy framework approved by the County Assembly and interfering with the operations of municipal boards in Nakuru City, Naivasha, Molo and Gilgil.
In a separate notice, Turi Ward MCA John Mwangi Macharia sought the censure of Roads Chief Officer Kennedy Mungai over alleged misconduct, disregard for the Assembly's authority, procurement concerns and unequal implementation of road rehabilitation works.
Macharia accused the chief officer of repeatedly failing to honor committee invitations to account for departmental performance, expenditure and the implementation of approved programmes.
He also questioned the officer's alleged continued issuance of departmental instructions while on interdiction, calling for investigations to establish whether the actions were authorized.
On the Sh112 million advance payment under the NYS programme, Macharia said the amount represented approximately 27.18 per cent of the Sh412 million contract sum, exceeding the 20 per cent threshold he cited under procurement law.
Macharia proposed that the Assembly censure the chief officer, revoke his designation as an accounting officer and initiate investigations into the advance payment and implementation of the road programme, subject to due process.
Meanwhile, Viwandani Ward MCA Joseph Mwangi Muraya wants Education, ICT, E-Government and Public Communication CECM Zipporah Wambui removed over alleged incompetence, violation of the Constitution and abuse of office.
Muraya accused the CECM of failing to ensure timely disbursement of the second tranche of bursaries for the 2025/2026 financial year, saying the delays affected eligible students awaiting financial assistance.
He also accused her of persistently engaging in political campaigns while holding public office, raising concerns about a possible conflict between her political interests and official responsibilities.
The three notices were accepted by the Speaker as properly given. The Assembly did not vote on the merits of the proposed removal of the two CECMs or the censure of the Roads chief officer during the sitting.
