“A public officer shall not issue statement(s) to the Media on official matters without prior approval of the authorized officer.”

According to a letter signed by Chief Officer Gender, Social services and Inclusivity Gladys Kamuren these were the grounds that led to the interdiction of County Director for Social Services Timothy Kiogora.

Speaking to Mtaa Wangu, Mr. Kiogora confirmed that it was true he had been interdicted adding that the reason was because he had appeared on a blogger’s YouTube channel.

In the video dated October 26, 2023, Mr Kiogora talks about how a change of Governors comes with brutal change of technical guard in the delivery units across the sectors, therefore erasing the institutional memory connected to sectoral developments.

It was this conversation that the letter described as “aimed at tarnishing the image of the County...”

However, Mr Kiogora says the interdiction letter was a culmination of frustrations that he has continued to experience at the County Government since 2022.

“I was the Chief Officer of Water, Energy, Environment, Natural Resources and Climate Change, a position that I got through a competitive process.  Last year I was transferred to the Department of Social Services in the name of enhancing service delivery. I did not oppose it even though I never had the skills and expertise for this department” he states.

Mr. Kiogora says that he reached out to the County Secretary, The Governor and County Service Public Board in letters trying to appeal the transfer of departments but his plea fell on deaf ears.

“As of now my way forward with regards to this issue still remains private and I would not like to disclose it,” he concluded.
